Social-imperialism is a term applied by Mao to the Soviet Union, arguing that the Soviet Union had come to dominate and exploit the smaller countries in its sphere to the point of organising their economies around Soviet, not domestic, needs and making them into dependent banana republics whose governments toed the Soviet line.[citation needed] The Soviet Union was thus held to be imperialist, while appearing socialist. Albanian Communist leader Enver Hoxha agreed with Mao on this analysis, but then later used it to describe China's Three Worlds Theory.
